Change _dbName element on IDL defined commands to be DatabaseName object

      We inject the $db field and set a _dbName field on command requets objects that are IDL defined - currently this _dbName field is a string. Change this to be a DatabaseName object, and use the validated tenantId in the OpMsgRequest to construct it.
