Add a timestamp of when the latest DDL operation / copy-on-write was performed on a particular collection. This timestamp should be maintained internally by the CollectionCatalog and will be used to drive the decision when a CollectionImpl instance needs to be instantiated from the durable catalog to satisfy a point-in-time read.
