Only wait for `orphanCleanupDelaySecs` before allowing range deletion to start

      Due to the bugs reported in SERVER-67385 and SERVER-67688, it has been decided to eliminate the wait for ongoing queries since it's not honored in case of step-down + step-up.

      Objective of this ticket is to simplify the range deleter service to simply wait for orphanCleanupDelaySecs before allowing a range deletion to be processed.
