      We want the acquisition priority to be accessible via the operationContext.  Replace the existing _skipTicketAcquisition flag with the kHighPriority. The scope of this ticket is changing the location and renaming the existing flag. Additional tickets will change the naming of the RAII methods like SkipTicketAcquisitionForLock
