Range deleter service must honor `disableResumableRangeDeleter`

      The range deleter service must not serve any task when the disableResumableRangeDeleter parameter is set.

      A way of doing that could be to check the flag at the beginning of the registerTask method, similarly to the behavior implemented by the legacy range deleter that disallows scheduling tasks in case the parameter is set.
