The Shard::isConfig() should be true for catalog shards

      This is a follow to SERVER-68749. That change introduced the new Shard::isCatalogShard(), however I did not touch isConfig() that is currently returning true only if the shard Id is 'config'. Reconciling this should be an additional step as flipping isConfig() is not tested yet.
