In catalog shard POC, removeShard needs to use direct client only

      This is the fix for `ShardingCatalogManager::removeShard() -> ShardingCatalogManager::_runCountCommandOnConfig()` that is currently still calling `runCommand()` remotely.

      This breaks the test:
      jstests/sharding/remove2.js
