Shard Merge Passthrough to use collection of tenantId instead of a single tenantId

      The tenant migration passthrough suites are running using a single tenantId. For Shard Merge we will be migrating more than once tenant at once.

      Therefor we should support tenantIds like the shard split passthrough does instead of the single tenant we currently do in tenant migration.
