The failWithErrorCodeInRunCommand fail-point can only be triggered for commands that specify a WriteConcern (see this comment). The name of the fail-point, however, is confusing, thus the need to have the comment. We should renaming the fail-point to clarify its usage, and update the only exiting test that uses the fail-point.
