Bugs like SERVER-68511 may have been caught if we have more robust coverage of upgrade/downgrade. To this end, we should consider adding replica set/sharded cluster jscore passthrough suites that run upgrade/downgrade in the background. We can do this by implementing a background hook that continuously runs.
