Add a "clang_format"-like utility to sort the SCons libdeps and possibly source files

      There is a requirement that the libraries in the LIBDEPS and LIBDEPS_PRIVATE sections are listed in sorted order. If one renames a library or has to add it to multiple places, this currently a lot of manual work to re-sort these files.

      It would be nice if we had a "clang_format" kind of utility which sorts them automatically in order to minimise that manual work.
