      TSAN points out a data race in the replication coordinator. I have linked a temp fix that should get eyes on by owning team. It is likely that this is a false positive and no REAL bug exists here.

      This is putting the cart before the horse in a way because the failing bf has not been generated yet and should be linked when it is.
