Link cluster count command into mongod

      SERVER-68752 requires the ability to do a fast count of the number of documents in a collection from a mongod. So we now need the ability to run cluster count command on a mongod. The changes should be similar to the changes done in SERVER-63495 which linked cluster find/aggregate/getMore into mongod.
