Create an IDL for the ModifyShardedCollectionGlobalIndexCatalog oplog entry

      As a follow up to SERVER-67123 instead of defining the oplog entry format inside of the sharding_catalog api, we should generalize it so it can be extensible in the future using an IDL object.
