Add catalogShard command line argument

      In order to support the catalogShard configuration (where config data and user data are hosted from the same shard) we need a command line argument ("–catalogShard") indicating that this shard is the catalog shard.

      This ticket is for implementing support for that command line argument.  The code for that should crash if the corresponding feature flag is not set (see SERVER-69679).
