Replace fassert 16940 with tassert

      The codepath through fassert 16940 must never be allowed to complete, and the existing fassert does prevent this. However, we don't necessarily need to terminate the server. We do want to be informed if this codepath is exercised in tests.

      tassert would be able to provide us this behavior.
