Revert PM-2888 spike on 6.1

SERVER-67551, SERVER-67660, SERVER-67552, SERVER-65843, SERVER-67464, and SERVER-67625 were committed into master as part of a spike, all guarded behind a feature flag. We then reverted these patches from master after deciding to port all spike-related work to a separate feature branch. However, v6.1 was cut before those reverts landed, but we now have a need to backport these reverts to avoid an error code conflict.

Since the original tickets are no longer in master, their fixVersions do not quite make sense. As a result, we are tracking all of the 6.1 reverts in this ticket instead, and its fixVersion will indicate the 6.1 release in which the spike tickets are no longer present.
