Clean up change_streams/global_indexes.js

      Generate createIndexes/dropIndexes change stream events for global indexes.
      Similar to SERVER-63394 for local indexes.

      createGlobalIndex and dropGlobalIndex oplog entries should not generate changestream events, which is the case by default.

      Remove TODO comments.
      Rename to global_index.js for consistency with rest of tests.
      Add showExpandedEvents and showSystemEvents, as some events might be gated behind these options.
