Adapt existing checks to allow distributed transactions into the config DB through the Internal Transactions API

      Several tickets of PM-1939 (such as SERVER-68929) could be implemented by leveraging the new internal transactions API to perform multi-document upserts into the Sharding Catalog of the config server from a Shard coordinating a DDL operation.

      Nevertheless, the API cannot be used yet due to the existence of some checks (1, 2) that need to be adapted to support such scenario.
