Change AllDatabaseCloner to use listDatabasesForAllTenants

      During initial sync, the AllDatabaseCloner sends listDatabases to get a list of all the databases to clone. When running with multitenancySupport and featureFlagRequireTenantId, we should send listDatabasesForAllTenants instead to ensure we also get tenant info.
