Packaging uses old distro files

      When buildscripts/packager.py runs, for some reason old versions of files in rpm/ and debian/ are used to build the package instead of what's in the current commit. This makes testing package updates extremely difficult and error-prone. We need to find out why this is happening and correct it for future iterations.
