      Currently, ServerGlobalParams is a global variable. Legal access patterns to this class are not enforced by any mechanism. This has led to at least one TSAN failure (SERVER-70264). We should expect more of such issues if we don't provide a proper mechanism for accessing and overriding values within the class.
