Finish unifying Debian and RPM configurations

      We've had instances where the Debian and RPM configurations for mongod have diverged because we have two places to edit. The most recent instance was that the journal option that was removed in v6.0 was never taken out of the debian/mongod.conf even though it was taken out of rpm/mongod.conf. Many of the files are similar if not nearly identical. We should unify the common files as much as possible and put them all in one place for packaging.
