Update m60-like to be m60-like-old and create a new m60-like in system_perf.yml with configurations that more closely match m60-real

• Reduce the oplog size to match production (5%)
• Reduce the simulated network latency (from 1000 us to 750 us)  See PERF-3222 
• Update the build image
• Update to Graviton
