tag FLE2 tests such that they do not run with stepdown suites

      in BF-26175 a new failure mode was found, where in the middle of transaction a primary switch happens.

      FLE2 Tests running in this suites do not add value, since in real life it is not always possible to guarantee transaction would be complete during primary outage. Short term solution would be to remove fle2 tests from stepdown and kill-primary suites
