Currently the query_ce target includes all of CE, histograms and statistic cache. Specifically CE brings a number of dependencies such as SBE and optimizer.

Certain modules may need just one of these. This task should split CE, histograms and statistics cache into separate modules, and replace the 'query_ce' dependency with the minimum needed. Especially consider "src/mongo/db/SConscript".
