In SERVER-68116 a special alias was added to mean "all but not unittests". The current implementation is quite specific to that need, but a general facility to disable components could be provided.

Something like: `scons install-all-meta AIB_DISABLED_COMPONENTS="unittests"`. Some thought would need to be given to exactly how that worked, but it might represent a more generally useful facility than the current custom implementation.
