Have ScopedMetricsCollector support DatabaseName

      Today, when the db name is tenant prefixed in mongod memory, the ScopedMetricsCollector can record data for tenant db correctly. but, when the db name is not tenant prefixed in memory,  we cannot record data for tenant db as the tenant information is dropped off. 

      We should change ScopedMetricsCollector to support DatabaseName so that the tenant information can be passed in.
