Instantiating collections from storage without a timestamp will be used when readers detect that there are concurrent DDL writers and we cannot trust the in-memory CollectionCatalog state.
We should add unit tests that sets up the correct interleaving and verifies that the instantiated collection is always in sync with what is visible in the storage snapshot.
