A server engineer recently faced an issue where resmoke thought they were on a VW and tried to collect metrics, but the machine was not in the Evergreen VPC which led to always printing a failure log for metrics collection. Also, it seems like metrics collection timeout is 30s, not 1s, so this was not ideal.

AC:
1. Timeout reduced to 1s instead of 30
2. Improve VW detection Instead of this, we can just have an opt out of warning messages via environment variable
