Add HedgingMetrics to async_rpc::sendHedgedCommand

      Each server process records hedging metrics, available over serverStatus, for the number of commands that are hedged and how often hedging helped a command complete faster. Ensure that these metrics are correctly incremented in the new async_rpc::sendHedgedCommand APi.  Add unittests to ensure the metrics are incremented correctly.
