SERVER-71089 set the push task to run on a single distro, but unfortunately several buildvariants are overriding that tasks's run_on with a buildvariant task-scope override. We should remove every single one of these as well as set publish_packages to run on the same single distro because we typically invoke the push task via the .publish tag.
