SERVER-71281 makes insert, update and delete commands not increment the command counter. This causes some of the expected counts in catalog_cache_refresh_counters.js when the mongos is in "latest" binVersion to be different from when the mongos is in an older version. This mongos version check should be removed accordingly on the next continuous release.
