Current implementation of ResmokeSymbolizer relies on deleting files after symbolization to not re-process already processed files. This is causing issues, since other applications are trying to work on those files after we do the symbolization. This ticket aims to change this approach - instead of deleting files, mark them as "processed" and store the data in a file inside data dir.
