As part of the improvement of our code base to use TenantId, DatabaseName and NamespaceString with a tenantId, we should remove all the TODO left behind that temporary still use a StringData

For the tenant_migration_access_blocker_registry we are dependent on the ticket ~~SERVER-72081~~ to be done.
