Decouple DSCheckResumability and DSEnsureResumeTokenPresent

      Investigate whether it is feasible and desirable to decouple these two stages. Assuming that we always have a DSCheckResumability in the pipeline, DSEnsureResumeTokenPresent can be simplified to only verify that the first token it sees is the resume token.
