SERVER-70151 caused this jstest to fail as it unnecessarily insists tha the thread counts are strictly equal to the client counts in the service executors.

This condition isn't related to the max_conns_override feature and prorbably shouldn't be in the jstest for it at all, but make synchronous service executor have the same expectations as the reserved service executor now that they have similar behavior.
