Increase timeout of server_discovery_and_monitoring_json_test

      This task is failing frequently even though the test runs successfully. This is due to the setup and compile steps taking a long time to run. The current timeout is 7 minutes. This ticket's task is to increase the timeout in evergreen to minimize the failures.
