There is a rogue build metric collection process in buildscript/scons_metrics which collects metrics a different way than the integrated tool. The integrated tool can collect the same metrics, so we should switch to the integrated tool.

However the integrated tool by default collects a lot of metrics and can have significant affect to task time in post processing, so the integrated tool should be updated to allow only certain metrics to be collected.
