For now, we'll continue to allow listDatabases to return all databases if no tenantId was supplied, even if the feature flag is enabled so that Cloud tools can continue to send listDatabases and get back the same results they would today. Remove this conditional. We'll need to remove tests which check the behavior we're removing, so remove this check.
