Since reads on change collections are the way we will bill for change streams in serverless, we should add test coverage that reads on change collections generate RPU's.

It would also be nice to add test coverage that writes to change collections do not generate WPU's. Currently WPU's are blocked on change collections here.

We may want to update the test that was added for change streams reading from the oplog when RPUs/WPUs were first introduced.
