Emit change log event for ConfigureCollectionBalancing invocations

      Currently there is no way to know if someone started defragmenting a collection because the ConfigureCollectionBalancing command does not log anything.

      We should emit a change log event every time the user modify balancing configuration for a specific collection.ยง
