Modify usages of Cluster Role

      For catalogShard mode, we want to break down the if...else blocks which condition behaviour on different cluster roles, so that in this mode, we execute both the config server and shard server behaviours. 

       

      Additionally, any usage of `!= ShardServer` has to be replaced with checking for equality.

       

      This ticket will track the above work.
