Increase time out on 'Toolchain v4 TSAN' variant run_unittests task

      The RHEL 8.0 TSAN variant sets a 24m timeout for the run_unittests task The toolchain v4 TSAN variant does not, which is causing frequent timeouts of the task, i.e. BF-27066.

      We should use the same timeout for the toolchain v4 variant for this task.
