Cannot create oplog with size of less than 10 bytes in standalone mode

      In standalone mode, it is possible to trip this invariant that the minimum bytes per oplog stone is less than 1 when creating an oplog collection.

      This is only possible in FCV 6.2 or when the featureFlagCappedCollectionsRelaxedSize feature flag is enabled after work done in SERVER-67246.
