Check multitenancySupport server parameter before setting tid field in oplog entries

      Currently, we only check whether featureFlagRequireTenantID is enabled before setting the "tid" field on oplog entries. Any behavior dependent on this feature flag should also be dependent on the multitenancySupport server parameter. Also, do not set the system tenantId on transaction oplog entries.
