Non-sharded QE compact should create the ECOC as clustered index collection after rename

      To be consistent with the behavior added in SERVER-71405 in the QE compact coordinator, the non-sharding version of the compactStructuredEncryptionData command should also create the ECOC collection as a clustered index collection right after renaming from "enxcol_.<collname>.ecoc" to "enxcol_.<collname>.ecoc.compact".
