CollectionCatalog::openCollection should add entries to UncommittedCatalogUpdates for dropped collections

      If CollectionCatalog::openCollection finds that a collection does not exist, we should still call UncommittedCatalogUpdates::openCollection so that future lookups know that the collection does not exist.
