Make tenantId in the donor and recipient state document optional

      After SERVER-71262 , we have state doc idl where _tenantId as mandatory and _tenantIds as optional. So, shard merge populates _tenantId with empty string. To improve clarity, we will make existing _tenantId field in the state doc idl as optional and this will align with the command idl where _tenantId & _tenantIds are both optional fields
