Disable or reduce recording of immediate priority statistics

      As a result of SERVER-72396 we identified a regression introduced by recording immediate priority ticket acquisition statistics.

      To avoid it we should decide whether to reduce the statistics recorded to the bare minimum or to outright not record them at all.
